Indonesian Halal Standards & Requirements
MCC-CA provides Halal certification for products intended for the Indonesian market in accordance with applicable Indonesian Halal Product Assurance requirements, including BPJPH requirements, the Halal Product Assurance System (SJPH), and applicable Indonesian halal standards and fatwas.
Indonesian Halal Product Assurance System (SJPH)
The Halal Product Assurance System (Sistem Jaminan Produk Halal – SJPH) provides the framework for maintaining the continuity and integrity of the Halal Product Process. For products intended for Indonesia, MCC-CA refers to the applicable BPJPH requirements, including Decree of the Head of BPJPH No. 20 of 2023 concerning the Criteria for the Halal Product Assurance System.
The SJPH framework addresses five principal criteria: Commitment and Responsibility; Materials; Halal Product Process (PPH); Products; and Monitoring and Evaluation. These requirements are intended to ensure that Halal compliance is established, implemented, maintained, documented, and continually monitored throughout the applicable product and production processes.
The five principal SJPH criteria are:
1. Commitment and Responsibility
Management commitment, Halal policy, assignment of responsibilities, personnel competency, training, and implementation of the Halal Product Assurance System.
2. Materials
Raw materials, ingredients, additives, processing aids, and other materials used in certified products must meet applicable Indonesian Halal requirements and be supported by appropriate documentation.
3. Halal Product Process (PPH)
Halal integrity must be maintained throughout applicable activities, including receiving, processing, slaughtering where applicable, storage, packaging, transportation, distribution, sales, and presentation.
4. Products
Products submitted for Halal certification must comply with applicable Indonesian requirements concerning their materials, production processes, characteristics, packaging, naming, and presentation.
5. Monitoring and Evaluation
The business must maintain the SJPH through monitoring, internal audit, management review, corrective action, and appropriate records demonstrating continued Halal compliance.
Indonesian Halal Standards and Fatwas
Halal certification for products intended for Indonesia must comply with the applicable Indonesian Halal Product Assurance requirements and relevant Islamic legal determinations and fatwas recognized within the Indonesian Halal certification framework.
MCC-CA evaluates products intended for the Indonesian market with reference to the applicable Indonesian requirements concerning ingredients and materials, processing aids, manufacturing processes, equipment, segregation, prevention of contamination with non-halal materials, slaughter requirements where applicable, storage, packaging, transportation, traceability, and other elements affecting Halal integrity.
Where an applicable Indonesian halal determination or fatwa addresses a particular ingredient, material, product, process, or slaughter practice, the relevant requirement will be considered as part of MCC-CA's certification assessment for products intended for Indonesia.
Requirements for Materials and Ingredients
Materials used in Halal-certified products intended for Indonesia must be evaluated in accordance with applicable Indonesian requirements. Raw materials, ingredients, additives, processing aids, and other materials must have appropriate supporting documentation to establish their Halal status where required.
Particular attention is given to materials that may present a Halal risk, including materials of animal origin, gelatin, enzymes, emulsifiers, flavours, fats and oils, processing aids, and other materials whose source or manufacturing process may affect their Halal status.
MCC-CA verifies the Halal status and supporting documentation of materials in accordance with the applicable Indonesian requirements. Where Indonesian regulations provide specific requirements or exemptions for particular categories of materials, those requirements will be applied accordingly.
Halal Slaughter Requirements
For meat, poultry, and other products involving animal slaughter, MCC-CA applies the applicable Indonesian requirements governing Halal slaughter and the Halal Product Process (PPH).
The assessment includes, as applicable, the eligibility and condition of the animal, competency and requirements for slaughter personnel, slaughter procedures and equipment, applicable stunning requirements, confirmation of the required slaughter conditions, segregation, traceability, handling, storage, transportation, and prevention of contamination or cross-contact with non-halal materials.
Slaughter facilities and meat or poultry products intended for export to Indonesia must meet the Indonesian Halal requirements applicable to their product category and certification scope. MCC-CA will evaluate these requirements specifically for the Indonesian market rather than assuming that requirements applied for another export market are automatically equivalent.
Maintaining Halal Compliance
Halal certification requires continued implementation of the Halal Product Assurance System (SJPH). Certified businesses must maintain the Halal status of their products and ensure continuity of the Halal Product Process throughout the certification period.
Businesses are expected to maintain appropriate controls, records, internal monitoring, internal audits, management reviews, and corrective actions to demonstrate continued compliance with applicable Indonesian Halal requirements.
Changes that may affect Halal status—including changes to ingredients, suppliers, formulations, manufacturing processes, production locations, equipment, or other relevant conditions—must be appropriately controlled, evaluated, and reported where required.
Halal Certification for Products Exported to Indonesia
Canadian manufacturers, processors, slaughter facilities, and exporters intending to place Halal-certified products on the Indonesian market should inform MCC-CA at the beginning of the certification process that Indonesia is an intended destination market.
MCC-CA will evaluate products intended for Indonesia against the applicable Indonesian Halal requirements, including the Halal Product Assurance System (SJPH), rather than assuming that certification against another country's Halal standard automatically satisfies Indonesian requirements.
Depending on the product category, additional Indonesian requirements may apply concerning materials, product classification, slaughter, facility approval or registration, documentation, foreign Halal certification, and registration or acceptance of Halal certificates. Applicable requirements will be determined according to the Indonesian regulations in force at the time of certification.
